Improving Health Care Quality

Medicare/Elder Care

Federal policymakers face major challenges in Medicare: how to address the fiscal pressures posed by the impending retirement of the Baby Boom, how to improve quality of care in a largely fee-for-service environment, and how to assess the success of the new drug benefit and consider whether changes are needed. As part of Kaiser Permanente, IHP has a unique perspective to inform these challenges. One aspect of our work will examine how integrated health care systems provide unique services to meet the needs of a complex and diverse older adult population, and what lessons can be transferred to less integrated systems. A second aspect will leverage KP's size (900,000 Medicare members) and comprehensive data on use of services and pharmacy to help assess the impact of the new drug benefit. Additional areas of interest include home- and community-based care and care quality monitoring for older adults.
