Health Insurance Markets
Competition
The focus of competition in health care markets is shifting from
a model in which agents—including insurers and employers—act
on behalf of consumers to one in which consumers are expected to
act for themselves. In the emerging model, many employers are looking
to reduce their roles, while patients are bearing an increasing
share of the financial consequences for choosing providers and treatments
appropriately. IHP’s work examines what is needed for either
the agency or consumer-centric model to work well and seeks to inform
policymakers by encouraging comparisons of these models to focus
not on theory but on likely real-world outcomes.
