Dr. Claire Horton is a general internal medicine physician whose career in the safety net focuses on systems improvement and vulnerable populations. She began as a primary care provider at La Clínica de la Raza in Oakland and became the Medical Director for Quality in their 3-county system. From 2008-2023 she worked for UCSF / SF DPH, serving in leadership roles in primary care, Zuckerberg San Francisco General (Chief of Staff), Laguna Honda Hospital (Acting CMO), and at San Francisco Health Network (CMO and Deputy Director). Currently she is the Associate CMO for National Medicaid at Kaiser Permanente Health Plan and still sees patients at ZSFG.
