Sara Whaley, MSW, MPH, MA is the Executive Director of Overdose Response for the City of Baltimore where she oversees the City’s Opioid Restitution Funds and coordinates the City’s strategic approach to reducing overdose mortality.
Previously a faculty member of the Johns Hopkins School of Public Health, Sara’s expertise spans social work practice, public health policy, and epidemiology. In Sara’s previous role as a senior practice associate at the Johns Hopkins Bloomberg School of Public Health, she coordinated technical assistance and evaluation efforts aimed at addressing the nation’s overdose crisis and was actively engaged in state policy activities leading efforts to guide effective spending of funds from opioid settlements. Sara is committed to bridging research and government to share knowledge, create strong partnerships, and inform effective policy.
